The Maastricht Treaty Creates the European Union

A treaty signed in 1992 laid the path to a single currency and shared citizenship.

On 7 February 1992, foreign and finance ministers representing the twelve member states of the European Communities gathered in the Dutch city of Maastricht to sign the Treaty on European Union. The accord represented a major restructuring of European cooperation, formally establishing the European Union atop three older institutional bodies: the European Economic Community, the European Coal and Steel Community, and the European Atomic Energy Community. Against the backdrop of the Cold War ending and the reunification of Germany, the signatories agreed to set their nations on a course toward deeper political, judicial, and economic alignment.

A central pillar of the agreement was the establishment of economic and monetary union, setting out a clear pathway toward a single European currency. Under the terms formulated at Maastricht, member nations wishing to join the monetary union were required to meet strict convergence standards, which became known as the Maastricht criteria. These benchmarks demanded domestic price stability, with inflation held close to the lowest rates among member states, alongside caps on public finances limiting annual government deficits to three percent of gross domestic product and total public debt to sixty percent. The treaty also laid the framework for the future European Central Bank, mandating an institution strictly insulated from political instruction and dedicated primarily to preserving price stability.
