Kosovo Declares Independence

A declaration that many countries recognized and others rejected.

On 17 February 2008, an extraordinary session convened in Pristina, where members of the 120-seat Assembly of Kosovo gathered alongside the territory's top leaders. Prime Minister Hashim Thaçi and President Fatmir Sejdiu joined the assembly members to formally declare Kosovo an independent and sovereign state. Approved without opposition by the deputies present, the document proclaimed a democratic state pledged to respect the rights of all its ethnic communities.

The proclamation arrived after nearly a decade of transitional governance. Following the 1999 Kosovo War, United Nations Security Council Resolution 1244 had placed the province under the temporary administration of the United Nations Interim Administration Mission in Kosovo, supported by NATO peacekeepers. Prolonged international negotiations intended to determine the final political status culminated in 2007 with a framework drafted by United Nations Special Envoy Martti Ahtisaari. His proposal outlined internationally supervised statehood with guarantees for minorities, including reserved seats in parliament and the transfer of substantial powers to local governments. Although it was backed by the United States and most European Union members, the UN Security Council could not agree on Kosovo's future, with Russia insisting that the 1999 resolution remained in force.
