The World Health Organization Declares a COVID-19 Pandemic
A new coronavirus closed borders, schools and workplaces around the world.
In late December 2019, an outbreak of respiratory illness caused by a novel coronavirus, severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), was identified in Wuhan, China. The pathogen spread rapidly beyond Chinese borders, leading the World Health Organization (WHO) to designate the crisis a public health emergency of international concern on 30 January 2020. Six weeks later, on 11 March 2020, the organization formally assessed that the outbreak had become a pandemic. By early 2020, governments across the world were confronting a virus spread mainly by inhaling droplets and small airborne particles, sometimes over longer distances indoors, with outcomes ranging from no symptoms at all to death.
The institutional response triggered sweeping disruptions to daily life across the globe. National and regional authorities instituted lockdowns, compulsory quarantines, international border closures, business shutdowns, and school cancellations to slow community transmission. These aggressive non-pharmaceutical interventions aimed to flatten the epidemic curve and prevent hospital services from becoming entirely overwhelmed. While white-collar employment adapted through a widespread pivot to telework, commercial sectors including aviation, hospitality, and dining contracted abruptly. The disruption to international trade and distribution sparked broad supply shortages and precipitated the largest economic downturn since the Great Depression.
