Five Countries Found ASEAN in Bangkok
A short declaration launched Southeast Asia’s regional association.
On 8 August 1967, representatives from five Southeast Asian governments gathered in the main hall of the Department of Foreign Affairs building in Bangkok to sign the ASEAN Declaration. The document, which formally established the Association of Southeast Asian Nations, contained concise provisions outlining cooperation in economic, social, cultural, and technical matters. Conceived in the midst of Cold War tensions, the charter omitted any explicit mention of military or ideological pacts, focusing instead on cooperation in a spirit of equality and partnership, regional peace and stability, and respect for the United Nations Charter.
The diplomatic opening that led to Bangkok emerged from dramatic shifts across the region during 1966. For several years, Indonesia had pursued an undeclared conflict known as Konfrontasi against the Federation of Malaysia, while diplomatic ties between the Philippines and Malaysia had broken down over competing territorial claims regarding Sabah. After General Suharto assumed authority in Jakarta, his government concluded peace talks with Malaysia in Bangkok in 1966. Around the same period, President Ferdinand Marcos restored diplomatic relations between Manila and Kuala Lumpur, removing two primary barriers to regional collaboration.
